Program Overview

This project aims to train students in everything related to the legal and administrative management of the state and its constitutional and administrative institutions, administrative law, public administration and public finance in the Algerian legal system, starting with the constitution and related administrative and financial laws. 

The importance of this specialisation is that the Algerian state is in dire need of such specialisation in both its academic and professional aspects, especially since public administration forms the backbone of public life in society, especially as it aims to achieve public benefit, and accordingly requires the formation of specialised jurists in administration, public finance, administrative and financial law.

The project also has the following general objectives:

1) Keeping pace with the reform of the university education system and following the directives of the Ministry of Higher Education and Scientific Research.

2) Expanding specialised training in the LLMD format in legal and administrative sciences in line with the various branches offered by legal studies (public law, private law, real estate law, public international law, private law, etc.).

3) Expanding the base of specialised training and higher education in the central region of the country and responding to the wishes of a large number of students who obtain a baccalaureate degree every year.

4) Adapting training to the requirements of research by providing and training students and discovering the competencies needed by society 

5) Developing the scientific, educational and research capabilities of the student, taking into account the Algerian environment.

6) Linking the university to society by providing the opportunity to benefit from the possibilities of infrastructure and scientific research by providing specialised training to serve the community.

7) Providing the student with scientific theories and concepts in the field of private law, documentation and contracts, and deepening his understanding in this

Training through the Master's system in public administration and state institutions mainly requires the student to have a bachelor's degree in law majoring in public law, which means that the student is familiar with the most important subjects that he needs in his training from the necessity to familiarise himself with the various branches of public law. This will allow students with a bachelor's degree in public law to join the programme. 

The previous qualifications allow the student to obtain the training he wants, which facilitates his integration into the world of work of various kinds, whether as a direct actor, as in the case of public officials, judges, notaries and lawyers, or as a necessary partner, as in the case of legal advisors, and it is certain that after his integration into working life, the student will contribute to enriching the administrative and financial institutions of the state of all kinds.

Training through the Master's degree in State and Institutions gives the student the ability to integrate into the scientific life in order to be an academic researcher who contributes in the future to university training after completing the stages of his studies, in this way fully preserving the message of science across generations. 

Therefore, this specialisation allows the targeted energies to:

1) Provide a training that enables the newly graduated student to integrate quickly and effectively into the labour market.

2) Enable graduating students as public administration specialists to integrate into the modern paths of management and administration by mastering the methods of systematic research.

3) Formation of qualified batches to manage the administrative and financial institutions of the state and local communities, and the development of its human resources.

4 ) This system is based on solid, renewable and revisable programmes whenever there is something new related to legislative, economic, political, social and cultural life, whether at the national or international level. K
